The 2025 annual meeting of the members of the Douglass Ranch Property Owners Association will be conducted on Wednesday, December 10, at 6:00 PM, in the library at the Elk Creek Elementary School. All association members are encouraged to attend in person. A notification, along with a copy of the proposed 2026 budget and a proxy form, was placed in the U.S. mail to all association members last Wednesday. If you have not received the notice, please let a board member know.
Attendance in person is strongly encouraged. This notice includes a Microsoft Teams invitation for remote attendance. If you choose to attend through Teams, you will not be able to vote in the meeting due to logistics and confidentiality issues.

RE: PROPOSED FIRE DEPARTMENT TURNAROUNDS
To Whom It May Concern:
This letter addresses the proposal from the Property Owners Association (POA) improvement proposal to add fire department turnarounds to existing dead-end roads. Transportation standards have evolved since the homes in Douglass Ranch were constructed that would now require turnarounds and pull-offs where they were not previously required. Elk Creek Fire has also observed recent changes from insurance companies that are now looking more in-depth at roads, specifically dead-end roads, that has resulted in some homeowners being denied coverage.
Due to the lack of a municipal water system and fire hydrants, if there was a fire in the neighborhood Elk Creek Fire would rely on a water tender shuttle operation. This process involves multiple large water tender trucks delivering water to the scene and then leaving to go refill while the next tender(s) drops off water. This operation is essential to maintaining a continuous water supply and can be significantly hindered by roadway limitations. Turnarounds would provide safe areas for apparatus to maneuver, helping ensure timely water delivery and more efficient firefighting operations.
Fire districts within Jefferson County, including Elk Creek Fire, collaborate with county staff to update and revise the Jefferson County Transportation Design and Construction Manual (TDCM.) The TDCM specifies requirements for turnarounds at dead-ends for any newly constructed roads to allow a safe space for first responders to operate in the event of an emergency, including water tender shuttles. An acceptable alternative for existing roads is to utilize the specifications of our apparatus to construct turnarounds specific to our fire apparatus.
Elk Creek Fire recognizes and appreciates all the work that the Douglass Ranch POA has completed to increase their resiliency against wildfires. Adding turnarounds, where feasible, would further support these wildfire resiliency efforts. These improvements could save time in the event of an emergency, help ensure a consistent water supply, and could potentially assist with insurance eligibility.
